Traditional turnkey means in fact that the responsibility is outsourced. The end user distances him self from the ability to influence the outcome which creates new risks. The traditional turnkey is driven by the built-in conflict in the buyer - supplier relation. The outcome is often time delays, performance problems and increased cost.
